Frequently Asked Questions About Digital Accessibility

Digital accessibility means designing websites, applications and digital content so that they can be used as independently as possible, regardless of individual disabilities or limitations.

This includes, for example, keyboard accessibility, sufficient colour contrast, clear and understandable structures, alternative text for images and compatibility with assistive technologies.

The Web Content Accessibility Guidelines (WCAG) are internationally recognised guidelines for making web content accessible.

They define testable success criteria covering the perceivability, operability, understandability and robustness of digital content.

The Austrian Accessibility Act (Barrierefreiheitsgesetz, BaFG) implements the requirements of the European Accessibility Act into national law. It applies to certain products and services offered to consumers.

Whether and which requirements apply to a specific organisation or digital service must be assessed on a case-by-case basis.

No. Automated tools can detect many technical issues, but they cannot reliably assess all accessibility requirements.

That is why we combine automated checks with manual testing, including keyboard navigation, focus management, forms and semantic structure.

No. An accessibility overlay is additional software that is integrated into an existing website and attempts to improve its accessibility automatically. It often provides a visible control panel that allows users to adjust contrast, font sizes, or other display settings.

Some overlays also claim to automatically detect and fix accessibility barriers. However, they generally do not change the underlying technical structure of a website and therefore cannot reliably resolve many accessibility issues.

For sustainable digital accessibility, barriers need to be addressed directly in the design, code, and content. This includes, for example, proper semantic structure, keyboard accessibility, focus management, accessible forms, and compatibility with assistive technologies.

An accessibility overlay therefore does not replace proper implementation according to WCAG or manual accessibility testing.

No. Drupal provides a strong technical foundation for accessibility, but a Drupal website is not automatically accessible as a result.

The theme, custom components, modules, configuration and editorial content all have a significant impact on the website’s actual accessibility.

An accessible PDF is structured so that the information it contains can also be perceived and used by people with disabilities – for example, with a screen reader or using only a keyboard.

To achieve this, the document needs, among other things, a proper semantic structure with headings, paragraphs, and lists, a logical reading order, alternative text for relevant images, sufficient color contrast, and meaningful link text. Tables and forms must also be properly structured and accessible.

A visually well-designed PDF is therefore not automatically accessible. In addition to its visual design, the technical structure of the document is essential for accessibility.
